According to the Statistics Act, all individuals who have carried out economic activity during the accounting year have an obligation to submit an Annual Activity Report (AAR) to the National Statistical Institute (NSI).
According to Art. 20, para. 1 of the Statistics Act, the persons who manage or represent legal entities are obliged to provide the NSI and the statistical authorities with reliable data when filling in forms and questionnaires for studies included in the National Statistical Program, which are intended to be conducted on the basis of mandatory participation. Data are also provided for branches, divisions or other structural units of the legal entity. Individuals, including farmers, have the same obligation for their economic activities. It should be specified that the obligation to submit the Annual Activity Report is only for those individuals who carry out economic activity, i.e. sell products or services on the market, and not those who produce products for their own consumption.
In case farmers fill out Appendix 3 of the Annual Income Tax Return under Art. 50 and the Unified Civil Number (UCN) is filled in in this application, the Annual Activity Report should also be submitted with the UCN (even though they already have new Bulstat numbers). For the NSI, does not matter with which identifier the Annual Activity Report will be submitted (the UCN or new Bulstat), since in the Register of statistical units there is the link old - new code.
When submitting the AAR to the "Business Statistics" Information System, the following should be taken into account:
1. If an individual enters the 'Business Statistics' Information System with the NRA's PIC (Personal Identification Code), an AAR with the farmer's UCN or with the new Bulstat can be submitted;
2. If the BSIS is entered with the Qualified Electronic Signature (QES) of an individual, the AAR with the UCN of the farmer or with the new Bulstat can be submitted;
3. If the ISBS is entered with the QES of the new Bulstat, the AAR with the new Bulstat only can be submitted.
In all cases, if the AAR 2021 is submitted with the UCN, and the AAR 2022 - with the new Bulstat, it will not be possible to automatically load the data for the previous year in the current report. Still, the reports for the previous years will be available. even when using a QES of the new Bulstat.
The deadline for submitting the Annual Activity Report 2022 to the NSI is June 30, 2023.
