With the adoption of the Code of Practice the Statistical Programme Committee (SPC) has undertaken to comply with its principles. At its meeting on May 25, 2005 the Statistical Programme Committee approved a procedure for a phased monitoring of the implementation of the Code. It lasted three years, during which the self-assessment of the parties was combined with elements of peer review, implementation of best practices (benchmarking) and monitoring on the basis of explanatory indicators added to each principle of the Code.

During the period December 2005 - January 2006 the National Statistical Institutes and Eurostat made ​​their self-assessment, the results of which were summarized in a Eurostat report submitted to the Economic and Financial Committee of the EU in May 2006, and published on the Eurostat website.

In addition to the self-assessment a peer review organized within the European Statistical System, as the next step in the implementation of the Code started in 2006. Peer reviews are considered a vital element in the implementation of the European Statistics Code of Practice, as they provide an opportunity to support the sharing of best practices and - what is particularly important to promote transparency in the self-regulatory approach. This approach is designed to improve accountability and to help build confidence in the integrity of the European statistical system, its processes and outcomes.

During the period 2006 - 2008, there were implemented peer reviews in all countries - EU Member - States of the European Free Trade Association (EFTA) and Eurostat. The self-assessments of national statistical institutes and Eurostat were used as a starting point. The scope of the peer review of the European Statistical System conducted within the framework of implementation of the Code of Practice of the European Statistical System was limited to the institutional environment and the part for dissemination of statistical information (Principle 1 - Professional independence; Principle 2 - Mandate for data collection; Principle 3 - Adequacy of resources; Principle 4 - Commitment to quality assurance; Principle 5 - Statistical confidentiality; Principle 6 - Impartiality and objectivity, and Principle 15 - Accessibility and clarity).

During the period August 2014 - July 2015 Eurostat launched a second round of peer reviews in all EU member countries. This second round of peer reviews will cover all the principles of the Code of Practice of the European Statistical System. The approach will be auditing, i.e. a team of auditors will draw up the final recommendations for all EU member countries.

The Second peer review of Bulgaria will be held from 13 October to 17 October 2014. In this connection, the National Statistical Institute formed a national team responsible for organising and conducting the peer review. The members of the international team that will carry out the peer review are as follows:

  • Reviewers - Mr. Peter Hackl and Mr. David Fenwick
  • Eurostat observer - Mr. Luis del Barrio.
