The ‘Sectoral Non-Financial Accounts’ Department (SNFA) shall perform the following activities:
1. develop and balance Supply-Use tables by components and according to the dimensionality requirements in accordance with the European System of Accounts;
2. develop preliminary, regular and final quarterly and annual estimates of gross domestic product by the final use method at national and regional level;
3. develop annual non-financial national accounts by institutional sectors in accordance with the European System of Accounts;
4. develop non-financial indicators and main macroeconomic indicators for the General Government sector at national level;
5. develop quarterly non-financial national accounts for the institutional sectors General Government, Rest of the World and Total Economy in accordance with the European System of Accounts;
6. develop estimates for the weighted average VAT rate for the purposes of the EU's own resources in accordance with Article 4 of Regulation (EEC, Euratom) 1553/89 and the Manual for the administration of the own resources of the general budget of the EU in the Republic of Bulgaria;
7. develop annual data on the expenditure of the institutional sector 'General Government' by functions of the Classification of the Functions of Government (COFOG);
8. assist the ‘Main Macroeconomic Indicators’ Department in developing the gross national income (GNI) at market prices, in accordance with Regulation (EU) 2019/516 of the European Parliament and of the Council of 19 March 2019 on the harmonization of gross national income at market prices for the purposes of the EU's own resources;
9. be responsible to questionnaires on the compilation of GNI aggregates, their components and their quality;
10. be responsible for the operational planning and reporting of statistical surveys in the specified areas in accordance with the implementation of the National Statistical Programme, the Annual Activity Plan of the NSI, the Eurostat Data Provision Programme and Bulgaria’s commitments under signed international treaties;
11. perform revisions of the data in the relevant areas to ensure comparability;
12. carry out international exchange of statistical information in the field of national accounts with Eurostat and other international institutions and organizations, is responsible for the implementation of the methodology in the field of national accounts in accordance with the principles of the European System of Accounts, coordinate the activity for ensuring the control and quality of data for national accounts, participates in target groups and expert missions of national and international bodies and organizations in the field of national accounts and participates in the preparation of opinions in the field of non-financial accounts;
13. request additional information from the other NSI structural units, if necessary, to ensure sufficient and reliable information for national accounts purposes.
