Notification tables for debt and deficit for 'General Government' sector - 2025 - preliminary data

In 2025 the General Government Institutional Sector reported a deficit of -4 113 million EUR, or -3.5% of the Gross domestic product (GDP), according to preliminary data from the National Statistical Institute. The deficit in the Central Government sub-sector amounted to -3 854 million EUR, or -3.3% of GDP. The Local Government sub-sector reported a deficit of -254 million EUR and the sub-sector Social Security Funds reported a surplus of -4 million EUR. 

The Government Debt of Bulgaria for 2025 was 34 635 million EUR, or 29.9% of GDP.

The statistical information on the activities of the General Government institutional sector, including debt, deficit and surplus, is elaborated according to the harmonized EU methodology[1]. In the implementation of Council Regulation (EC) No. 479/2009 on the application of the Protocol on the excessive deficit procedure annexed to the Treaty establishing the European Community, each member state provides to Eurostat (the European Commission) preliminary data on deficit/surplus and debt for the reporting year as of March 31st of the next year and the final data as of September 30th of the next year.
