The National Statistical Institute (NSI) provides access to its website in accordance with Art. 58c of the Electronic Government Act and Art. 39 and 39a of the Ordinance on the General Requirements for Information Systems, Registers and Electronic Administrative Services.

Compliance status

The content partially complies with the requirements of this standard, due to the identified inconsistencies and exceptions listed below.

Inaccessible content

The non-conformities with the EN 301 549 V3.2.1 (2021-03) standard on the NSI website are as follows:

(a) Non-textual information such as pictures, objects and forms of completion does not always have an alternative text representation (non-compliance with WCAG 2.1 1.1.1 Standard);

(b) Full retention of the information, structure and interconnections of the website is not ensured when the presentation method is changed, for example from a standard screen to a screen reader (non-compliance with standard WCAG 2.1 1.3.1 Standard);

(c) The focus on interactive elements cannot be moved by using a keyboard only (non-compliance with WCAG 2.1 2. 1. 2 Standard);

(d) No mechanism is provided to prevent repetitive blocks of information, for example when using screen readers (non-compliance with WCAG 2.1 2.4.1 Standard);

(e) The purpose of each link cannot always be determined only by the text of the link or by the text of the link together with its programming context (non-compliance with WCAG 2.1 2.4.4 Standard);

(f) Labels or instructions are not always provided when the content requires user input (non-compliance with WCAG 2.1 3.3.2 Standard);

(g) Not for all user interface components (including but not limited to: form elements, links and components generated by scripts) the name and role can be programmatically defined (non-compliance with WCAG 2.1 4.1.2).

Enforcement procedure

According to Commission Implementing Decision (EU) 2018/1524 of 11 October 2018.

According to Art. 60a of the EGA, the control over the compliance of the content of the websites and mobile applications with the accessibility requirements under Art. 58c of the EGA, is carried out by the Minister of e-Government or persons authorized by him/her shall exercise control over the observance of this Act.
