Activity of the Non-Financial Enterprises - 2025 - preliminary data

In accordance with the requirements of delegated Regulation (EU) 2023/137, the new European Classification of Economic Activities NACE Rev. 2.1, and the corresponding national version, KID-2025, which is fully harmonized with it, entered into force for the 2025 reporting year. 

The non-financial enterprises include all sections by NACE Rev. 2.1 with the exception of ‘Financial and insurance activities’, ‘Public administration and defence, compulsory social security’, ‘Activities of membership organisations’ and ‘Activities of households’.

Due to significant differences in sectoral structure compared to the previously used KID-2008 classification, a comparison with prior years is not applicable.

Data on the activity of the non-financial enterprises in 2025 are presented in levs, as they pertain to the final year before Bulgaria's entry into the Eurozone.

1. Overview

Annual reports on their activity for 2025 were submitted at the National Statistical Institute (NSI) by 484 201 non-financial enterprises, which was 2.5% higher compared to 2024. The number of persons employed1 in full-time equivalent in the non-financial enterprises was 2 284 729, or 2.1% higher than the previous year.

The largest was the share of non-financial enterprises in the service sector, followed by the ‘Trade’ and ‘Agriculture, Forestry and Fishing’. The service sector also accounted for the largest relative share of all  employed persons in the non-financial sector, fillowed by the ‘Industry’ and ‘Trade’ (Fig. 1).

All persons employed working in a given enterprise on full or part-time, including seasonal workers (converted into full-time equivalent), home workers, working owners, employees under contract for management and control, employees in civil contracts that do not work with another employer and unpaid family workers. It does not include those absent for an unlimited time, as well as those provided under contract by other companies.

In 2025 the value of output at current prices amounted to 333 153 million BGN, as the largest share had the service sector - 35.6%. 

At the same time, the value of output per employed person was highest in the construction sector (Fig. 2).

The non-financial enterprises reported a positive financial result of 43 644 million BGN with enterprises in the services sector making the most significant contribution (Fig. 3).

2. Agriculture, Forestry and Fishing

At NSI, 46 148 enterprises in the ‘Agriculture, Forestry and Fishing’ sector submitted annual reports on their activity for 2025, or 9.5% of the total number of the reported non-financial enterprises (Fig. 1).

These enterprises employed 101 017 persons who generated a value of output of 11 748 million BGN at current prices. The sector division with the highest value of output per employed person is ‘Crop and animal production, hunting and related service activities’ (Fig. 4).

A positive financial result of 1 329 million BGN was reported for 2025, as 82.7% of the enterprises finished 2025 with profit, 10.1% - with loss and 7.2% - with zero financial results.

 

3. Industry

Annual reports on their activities were submitted to NSI by 37 215 industrial enterprises, or 7.7% of the total number of the reported non-financial enterprises at NSI (Fig. 1), as the largest share had the ‘Manufacturing’ sector - 80.7%.

The value of output at current prices, manufactured by the industrial sector, amounted to 117 037 million BGN, which formed 35.1% of the total production value of non-financial enterprises. The sector division with the highest value of output per employed person is ‘Electricity, gas, steam and air conditioning supply’ (Fig. 6).

This sector employed 543 436 persons in 2025, or 23.8% of the total number of persons employed in the non-financial enterprises.

The industrial enterprises finished 2025 with a positive financial result of 8 423 million BGN at current prices. The largest contribution had the ‘Manufacturing’ sector, which formed 79.7% of that result (Fig. 7). 

Of the industrial enterprises, 69.4% ended the year with a profit, 24.1% with a loss, and 6.5% with a zero financial result.

4. Construction

At NSI, 27 844 construction enterprises submitted annual reports on their activity, or 5.8% of the total number of reported non-financial enterprises (Fig. 1). The largest share had the enterprises engaged in specialised construction activities - 57.9% (Fig. 8).

The construction enterprises employed 167 379 persons, or 7.3% of the total number of persons employed in the non-financial enterprises.

In 2025, the construction sector generated a value of output of 38 686 million BGN at current prices, or 11.6% of the total production value of the non-financial enterprises. 

‘Civil engineering’ had the highest value of output per employed person (Fig. 9).

The construction sector finished 2025 with a positive financial result of 3 989 million BGN at current prices and ‘Specialised construction activities’ formed 36.2% of that result (Fig. 10). Of the construction enterprises, 70.2% ended the year with a profit, 22.0% with a loss, and 7.8% with a zero financial result.

 

5. Wholesale and retail trade

Annual reports on their activity for 2025 were submitted to NSI by 129 943 trade enterprises, or 26.8% of the total number of reported non-financial enterprises (Fig. 1).

This sector engaged 483 273 persons, or 21.2% of the total number of persons employed in the non-financial enterprises with the largest share of those employed in retail trade (Fig. 11).

The trade sector generated a value of output of 47 256 million BGN at current prices for 2025, or 14.2% of the total production value of the non-financial enterprises. 

The 'Wholesale trade' sector recorded the highest value of output per employed person (Fig. 12).

The trade enterprises realized a positive financial result of 11 708 million BGN at current prices and ‘Wholesale trade’ formed 72.2% of that result (Fig. 13).

Enterprises that ended the reporting year with a profit accounted for 73.5%, those with a loss for 18.0%, and those with a zero financial result for 8.5%.

 

6. Services

At NSI, 243 051 enterprises in the service sector submitted their annual reports, or 50.2% of the total number of the reported non-financial enterprises (Fig. 1).

This sector employed 989 624 persons in 2025, or 43.3% of the total number of persons employed in the non-financial enterprises.

At current prices, in the service sector was generated a value of output of 118 426 million BGN for 2025, which formed 35.6% of the total production value of the non-financial enterprises. 

With the highest value of output per employed person is "Telecommunications, computer programming, consultancy activities, information technology infrastructure, and other information services" (Fig. 15).

The service sector finished 2025 with a positive financial result of 18 195 million BGN and 25.2% of that result were realized by ‘Professional, scientific and technical activities’ (Fig. 16). 

Enterprises in the sector that ended the year with a profit account for 70.5%, those with a loss for 21.8%, and those with a zero financial result for 7.7%.

Methodological notes

Coverage - all sections by NACE Rev. 2.1 with the exception of ‘Financial and insurance activities’, ‘Public administration and defence, compulsory social security’, ‘Activities of membership organisations’ and ‘Activities of households’.

Number of enterprises - all non-financial enterprises, which were active during the whole or part of the reference year and have submitted their annual reports to the National Statistical Institute and/or National Revenue Agency.

Net turnover - the net value of all revenue from sales of own products, goods bought and sold in the same condition, services provided and raw materials sold. It does not include the revenue from sales of fixed assets, the income from financing, the financial and the extraordinary revenue. The value of net turnover does not include all taxes, duties or levies linked directly to revenue.

Value of output - the value of net turnover, reduced by the balance sheet of assets sold without own fixed assets. The changes in stocks of products and work in progress, the costs incurred to acquire the assets by economic means, as well as income from product- or turnover-related subsidies are also included.

Value added - the value of output, reduced by the operating expenses, excluding those for the personnel and for depreciation.

Financial result - the difference between the profit and the loss for a given aggregation level.

According to Regulation (EU) 2019/2152 of the European Parliament and of the Council on European Business Statistics and Commission Implementing Regulation (EU) 2020/1197 for the reporting 2021, a change in the definitions of some of the indicators is required.
