The National Statistical Institute has started work on the ‘Income and Living Conditions (ILC) - Statistical infrastructure under IESS - SILC 2024 6-year module ‘Access to services’ - Pilot collection of annual data for 2023’ project

From the beginning of 2023, the National Statistical Institute started work on the project ‘Income and Living Conditions (ILC) - Statistical infrastructure under IESS - SILC 2024 6-year module ‘Access to services’ - Pilot collection of annual data for 2023’, which is implemented under a grant agreement with the European Commission 101122129 - 2022-BG-ILC-SILC.

The implementation of the project activities will provide an opportunity to improve the data processing; fulfil the technical requirements for the 2024 6-year module on Access to services, and provide quality data from the SILC survey. The project activities will support to continue the implementation of the pilot data collection exercise by conducting an infra-annual data collection on social inclusion, living conditions and well-being under the Household Budget Survey (HBS) survey.

In order to fulfil the main objectives of the project the following main activities are planned to be taken:

  • To organize and coordinate the SILC survey with a focus on technical characteristics; explanatory notes for the variables of the 2024 6-year module on Access to services.
  • To prepare a model questionnaire, interviewers’ instructions and training the staff involved in the project. To update the software for data entry and data processing.
  • Conducting the fieldwork and data collection, incl. continuous monitoring.
  • To organize and coordinate the HBS survey with a focus on technical characteristics; explanatory notes for the variables of the infra-annual data collection on social inclusion, living conditions and well-being.
  • To update software for data entry and data processing.
  • Conducting the fieldwork and data collection, incl. continuous monitoring.
  • Provide comparable and reliable data.

The expected results from the action are optimization of data collection and data processing methods according to the new requirements on multiannual rolling planning and methodological guidelines provided by Eurostat. The activities will support the introduction of changes for BG-SILC data collection, technical implementation and increased efficiency of microdata processing and transmission to Eurostat according to methodological guidelines.

The expected results from infra-annual data collection on social inclusion, living conditions and well-being are successful implementation of the pilot data collection, transmission of the data according to Eurostat requirements and providing a quality report in respect to guidelines

The duration of the project is 29 months and will end in May 2025.
