‘Statistics’ Magazine, issue 1/2018

The National Statistical Institute informs users of statistical information that No. 1/2018 ‘Statistics’ Magazine is published on the NSI’s website. The issue is in Bulgarian language with summaries in Bulgarian, English and Russian and includes sections as follows:

The section Theory and Methodology of statistical surveys incudes the articles:
  • Additive factorial analysis of the average prices of homogeneous sets of goods with the discrete non - odd function of the mathematical signum - author Prof. Emil Hristov
A new methodology for additive factorial analysis of the change in average prices of goods from homogeneous clusters is presented. Only such aggregates have economically justified average prices and total natural quantities of all commodities. The average price is represented by a multiplier model with two factors - prices of the individual goods and relative shares of their natural quantities. The additive factorial analysis is the change in the average price of the changes in grouped data of goods by prices and relative shares of their natural quantities. The advantage of the new methodology is that with the discreet odd function of the mathematical signum – three correct and precise effects are obtained - price (only from price changes), structural (only from changes in relative shares) and joint effect (only by unidirectional joint changes of prices and relative shares). There are no joint effects from the unidirectional joint changes.
 
The new methodology for additive factorial analysis is universal and can be applied not only in economic statistics but also in all other applied statistics that work with homogeneous clusters.

This article is intended to acquaint the reader with an opportunity for practical application of ‘BIG DATA’, which was realized in the framework of an empirical research carried out by an NSI team on the topic of ‘Extracting information from the Internet for business features of enterprises (web-scraping)’.
 
The Introduction of the article explains in detail the main purpose of the conducted empirical study, which is aimed at exploring the possibilities of applying ‘web-scraping’ and ‘text mining’ techniques and evaluating the effect of their use in the process of data collection and quality improvement of enterprise information from the NSI Statistical Business Register through access to their websites.
 
Chapter I presents in detail the technological environment for the implementation of the empirical research, including a common reference logical architecture for the application of ‘web-scraping’ techniques. A detailed characteristic of the ‘web-scraping’ technique is presented and the cases in which various types of specific and generic ‘web-scraping’ are used is made.     
 
The presentation in Chapter II is devoted to the practical realization of the four pilot ‘scenarios”. The conduction and analysis of the results of the various „use-сases“ is presented in an analogous sequence - objective, resource and technological provision, results achieved, and legal constraints. 
The section Statistical surveys and analyses includes the articles:
  • Academic scientific positions on statistical science and about changes in the profession of statisticians in the contemporary world - author Prof. Dimitar Radilov, University of Economics - Varna
In contemporary world information, knowledge and communications have their central position. The assumption that statistics is a branch of mathematics has not yet been outlived. The lack of a definition about the subject of statistical science hinders its development in the modern world. The distinction between statistical science and mathematics is based on the unity between the ‘statistical aggregate’ and the ‘multiplicity’ as two sides of the unity of mass phenomena - ‘material and substantial’ and ‘abstract’.
 
M. Kendal and A. Stuart introduce the term of a ‘natural phenomenon’, with which they provide a very broad definition, including all the possible objects of the outer world that are related or unrelated to man. The development of statistical science as a social system of knowledge is based on the forgotten studies of Lambert Adolf Kettle (1836), Georg von Meyer (1895-1909), Franz Djidjeck (1940), William Petty (1691), Oscar Anderson (1928), Hanzen (1937) and so on. The place of the statistical profession is first considered in the 1987 General Assembly of the International Institute of Statistics in Tokyo (Japan).
 
A commission is established, headed by Prof. Sigeiti Moriguti, with a broad mandate to analyse the place of the statistical profession in the modern world. It makes seven recommendations. Later, from 25 to 27 September 1996 in Lisbon, Portugal, a seminar on official statistics and on its past and future took place. The changes occurring in the professional image of the statisticians after the introduction of the new information technologies (computer, internet, mobile phone, satellite dishes, cloud technologies, etc.) lead to significant changes in the life, behaviour and value system of the statisticians. Virtual offices are emerging, requiring changes in statistical education in line with ethical principles.
  • Clusterization of European countries based on the level of tourism competitiveness - author Dr. Tihomir Varbanov, Economic Academy ‘D. A. Tsenov’ - Svishtov
The article discusses tourism competitiveness of the European countries, which is measured by a system of indicators, constituting the travel and tourism competitiveness index. Cluster analysis is used to classify the European countries in homogeneous groups. The factors with the greatest influence on the clusters’ formation are identified. The place of Bulgaria is determined and the necessary actions for increasing competitiveness and sustainable development of the country as a tourism destination are outlined.

In the section The Bulgarian statistics in three centuries includes the article:
  • Prof. Venets Tsonev - a remarkable creative path in the theory and practice of aggregate research - author Todor Kanaliev, PhD, University of National and World Economy - Sofia         
The paper tracks the life and creative achievements of one of the most prominent Bulgarian scientists - a statistician and a university lecturer. Both the results of his long years of teaching activities, as well as his significant achievements in the theory and practice of the aggregate research published in Bulgaria and abroad, are being considered. Noted is his significant contribution to the theory and practice of representative sample surveys in the country by the crated by him course and a textbook on representative researches. His contribution to the development of the relationship between philosophy, logic, and the statistical (aggregate) cognitive process used in various studies has been highlighted.
