1. GENERAL INFORMATION
1.1. Provision of statistical information:
The National Statistical Institute (NSI) disseminates statistical information through:
1.1.1. its website at: www.nsi.bg;
1.1.2. information system "Infostat" (IS "Infostat") at: https://infostat.nsi.bg/infostat;
1.1.3. information system "Monitorstat" (IS "Monitorstat") at: https://monitorstat.nsi.bg;
1.1.4. own printed and electronic publications;
1.1.5. press releases;
1.1.6. press conferences;
1.1.7. media and social networks;
1.1.8. direct relations with consumers on the basis of contracts and agreements;
1.1.9. direct customer relations based on standard requests and inquiries;
1.1.10. the library and the reception in the building of the central government (HQ) and the reception in the territorial structures of the NSI;

According to Art. 3, para. 8 of the Law on Statistics (STA) The National Statistical Institute, the bodies of statistics and the Bulgarian National Bank are the source of official statistical information in the Republic of Bulgaria. The National Statistical Institute coordinates the statistical activity of the state, as the statistical bodies work under the methodological guidance of the NSI in the implementation of the National Statistical Program (NSP).
The National Statistical Institute collects, processes and stores individual data and statistical information. The National Statistical Institute is a controller of personal data and is entered as such in the Register of Personal Data Controllers and the registers kept by them with identification number 30229. The statistical information collected, processed and stored by the NSI is maintained in databases.
1.2. Basic concepts
1.2.1. "License" or "license" is a word of Latin origin (sino, licentia, patiorse), meaning permission to perform a certain action. In the glossary, the meaning of the word "license" includes the right to use a patented invention or production. The NSI will use the term "license" in the sense of: permission to use statistical information available through any of the methods specified in Section 1, item 1.1 and under the conditions specified in Section 2;
1.2.2. "Database" is a set of individual works, data or other materials, arranged systematically or methodically and individually accessible electronically or otherwise (§2, item 13 of the Additional Provisions of the Law on Public Procurement);
1.2.3. "Statistical information" is summarizing, quantitative and representative information on the state and / or dynamics of mass phenomena in existing aggregates of statistical units in the economy, demography, social field and environment (§1, item 3 of the Additional Provisions of the LSA);
1.2.4. "Individual data" are the data for a separate statistical unit (§1, item 2 of the Additional Provisions of the LSA);
1.2.5. "Personal data" is any information relating to a natural person who is identified or can be identified directly or indirectly by an identification number or by one or more specific features (Article 2, paragraph 1 of the LPPD);
1.2.6. "Statistical secrecy" is a principle that protects data relating to individual entities obtained directly for statistical purposes or indirectly from administrative or other sources. This implies a ban on the use of acquired data for non-statistical purposes and a ban on their illegal disclosure (§1, item 15 of the Additional Provisions of the Law on Public Procurement);
1.2.7. 'Reproduction' means the reproduction, in one or more copies of the information or part of it, in any way and in any form, permanent or temporary, including its digital storage on electronic media;
1.2.8. 'Dissemination' means all actions in which all or part of the information is provided, communicated, displayed or presented;
1.2.9. "Use" means the reproduction of information, its dissemination to an unlimited number of persons, its public presentation, its wireless transmission, the transmission and retransmission of information, its translation into another language, and the performance of one or more copyright acts. requiring permission from the copyright holder.
2. LICENSE
By using the information provided under this license, you agree to the terms and conditions set forth therein.
According to the Ordinance on standard conditions for the re-use of public sector information and its publication in an open format (Council of Ministers № 147/2016), which transposes Directive 2003/98 with rights for free re-use, processing and distribution, any information created or collected within the powers or functions of a public sector organization for which there is no reason to refuse re-use under the Access to Public Information Act, including databases, in compliance with the Personal Data Protection Act. Where there is a restriction on the re-use of this information, the public sector organization shall provide only that part of the information to which access is not restricted. The Law on Access to Public Information provides for such a restriction in Art. 41b, para. 1:
"Public sector information containing statistical secrecy collected and stored by the National Statistical Institute or by a statistical authority shall not be provided for re-use; information containing trade or trade secrets or trade secrets; information containing personal data the re-use of which constitutes inadmissible access or inadmissible processing of personal data. "
2.1. This license entitles you to:
2.1.1. reproduce, disseminate and use the statistical information that has been provided to you in one of the ways specified in Section 1, item 1.1;
2.1.2. reproduce, disseminate and use summarized data from surveys conducted by the NSI and included in the NSP, which were provided to you in one of the ways specified in Section 1, item 1.1;
2.1.3. reproduce, distribute and use text files (methodologies and research analyzes) that have been provided to you in one of the ways specified in Section 1, item 1.1.
2.2. This license does not entitle you to:
2.2.2. reproduce, distribute and use information containing personal data in accordance with the Personal Data Protection Act;
2.2.3. reproduce, disseminate and use information that the NSI wishes to exclude free access for specific reasons on the basis of the Statistics Act, the Personal Data Protection Act, the Access to Public Information Act, the Copyright and Related Rights Act, the Ordinance on Standard conditions for the re-use of public sector information and for its publication in an open format (Council of Ministers № 147/2016);
2.2.4. reproduce, disseminate and use information that has not been provided or disseminated by the NSI in the ways specified in Section 1, item 1.1;
2.2.5. reproduce, distribute and use information contained in the magazine "Statistics". The copyright on the articles published in the magazine belongs to their authors;
2.2.6. reproduce, disseminate and use information disseminated by the NSI in the ways specified in item 1.1, which is produced by other institutions.
2.3. Conditions:
2.3.2. when using statistical information produced by the NSI, the user is obliged to indicate the source of information;
2.3.3. anyone who uses the data in accordance with the previous point undertakes not to violate their original meaning;
2.3.4. The National Statistical Institute is not responsible for the quality of the information after its reproduction and dissemination by the user, as well as for the purposes for which it is used;
2.3.5. the information provided under this license may not be used under a new version if it does not meet the new conditions and requirements.
2.4. Scope:
2.4.1. Territorial scope - this license, subject to its terms, entitles you to reproduce, distribute and use statistical information produced and distributed by the NSI throughout the world;
2.4.2. Temporary scope - this license covers the period from the date of its publication until the publication of a new version or another license that replaces it.
