The Overall energy balance sheet shows data on resources, transformation and final consumption of all forms of energy. Includes detailed indicators for fuels used and produced fuels/energy from transformation processes: in power plants, heat plants, petroleum refineries, coke and blast-furnace plants, coal briquetting plants. Final consumption of energy products is divided by: non-energy and energy consumption, as energy consumption is presented by economic activity groups (according to the used by Eurostat structure), which ensure international comparison of data.
Includes data from all producers, importers and exporters, and consumers of primary and transformed energy products of all economic activities in accordance with the Regulation (ЕО) № 1099/2008 of the European Parliament and of the Council of 22 October 2008 on energy statistics.
Statistical concepts and definitions
Overall energy balance is aggregated table of the balances of all energy presented by groups:
Overall energy balance is presented by three matrices:
For the territory of the Republic of Bulgaria.
Unit of measure
Thousand tons of oil equivalent.
Legal acts and other agreements
Regulation (EC) No 1099/2008 of the European Parliament and of the Council of 22 October 2008 on energy statistics and its amendments (consolidated version):
Confidentiality - policy
Confidentiality - data treatment
According Art. 25 of the Law on Statistics individual data are not published (they are suppressed). Dissemination of individual data is possible only according to Art. 26 of the Law on Statistics.
Overall energy balance is published according to the Release Calendar presenting the results of the statistical surveys carried out by the National Statistical Institute on 30 November of the year following the reporting year.
Release calendar access
Calendar is available on the NSI website: http://www.nsi.bg/en/node/480
Overall energy balance is published on the NSI website, section Energy in accordance with the Law on Statistics and the European Statistics Code of Practice respecting the professional independence and aimed at objectivity, transparency and equal treatment of all consumers.
Frequency of dissemination
Accessibility and clarity
Overall energy balance is available to all users of the NSI website under the heading Environment and energy - Energy - Overall energy balance sheet: http://www.nsi.bg/en/node/5055, as well as in information system for statistical information online requests - INFOSTAT, Environment and energy - Energy - Overall energy balance sheet: https://infostat.nsi.bg/infostat/pages/external/login.jsf

Documentation on methodology
Annexes A and B of the Regulation (EC) No 1099/2008 of the European Parliament and of the Council of 22 October 2008 on energy statistics and its amendments.
Aggregated information by groups of energy products is comparable with the information prepared by the other member states as it is produced according to a unified methodology.
Information is used for analytical, forecasting and managing needs by Ministries and other agencies and organizations.
No information available for users of these data, as they have free access to the website of NSI. No user satisfaction survey has been carried out for this dataset.
Data fully meet the requirements of the Regulation (EC) No 1099/2008 of the European Parliament and of the Council of 22 October 2008 on energy statistics in terms of the scope of energy products and structure of consumption.
Accuracy and reliability
Data are reliable, the accuracy is good.
Up to 5% statistical error due to incomplete coverage of the respondents, wrong data declared by the respondents, missing data or measurement errors. The mechanism of verification includes editing of data.
Timeliness and punctuality
Data from respondents collected for preparation of the Overall energy balance is collected three months after the reporting year. Analysis, verification and preparation of Energy balances and Overall energy balance are carried till the end of November following the reporting year.
Data are published according to the Release Calendar of NSI.
Coherence and comparability
Comparability - geographical
Data are geographically comparable for the entire period for which they are available (since 2001).
Comparability - over time
Data are comparable over time for the entire period for which they are available (since 2001).
Coherence - cross domain
Coherence - internal
Cost and burden
Data revision - policy
There is no established policy on revisions.
Data revision - practice
Revision is made in result of changes in methodology, in classification used, or in case of incorrect data - omissions or inaccuracies in data provided by the respondents.
Main data sources for the compilation of Overall energy balance are statistical surveys (included in the National Statistical Programme) for energy products by producers, importers and exporters, and consumers (non-financial enterprises composing a balance), as well as administrative information.
Frequency of data collection
Information is provided by conducting statistical surveys on energy products online or through electronic forms:
A comparative analysis of the data from respondents is made with the data from other statistical surveys, with administrative data and with data from previous periods. Validated primary data are used for construction and preparation of 78 balances of energy products that have production and consumption in the country. Each energy product has its own specificity and reporting methodology, so the data analysis is done for each energy balance individually and for all indicators.
Statistical difference between resource and consumption of every balance should be reduced below 5 %.
Validated (ready) Energy balances are aggregated according to the scheme of the Overall energy balance.
