National Statistical Programme for 2013


NATIONAL STATISTICAL PROGRAMME FOR 2013

The National Statistical Programme for 2013 is elaborated in accordance with Chapter Three of the Law on Statistics. The programme includes Plan for activity of National Statistical Institute (NSI) and the Plans for statistical activities of the Bodies of Statistics.
The development of methodology, production and dissemination of statistical information in the National Statistical System of the Republic of Bulgaria is realized in accordance with adopted uniform European standards and harmonized methods. The new surveys and activities included in the national programme for 2013 are related to user needs and to priorities of the Community Statistical Programme for 2013. The new surveys and activities included in NSP 2013 are:
- Implementation of Regulation (EU) No 691/2011 of the European parliament and of the Council of 6 July 2011 on European environmental economic accounts;
- Trade in goods with third countries broken down by invoicing currency;
- Price indices of goods and services contributing to agricultural investment;
- Design, development, implementation and maintenance of electronic services for e-government.
The NSI will participate in the following EC projects:
- "Accidents at work and work-related health problems - LFS ad hoc module";
- "Implementation and application of the new International Standard Classification of Education (ISCED 2011)";
- "Support of specific improvements in the national accounts";
- "HICP: À1. Multi-purpose consumer price statistics; À.2 Housing price statistics";
- "Linking micro-data on international sourcing and global value chains with other statistical repositories";
- "Harmonized data collection for business demography on regional level in 2011";
- "European Comparison Programme (2013-2014)";
- "Improvement of water statistics - Improvement of internal data flow on water in Bulgaria";
- "Development of the data collection system and application of new methods for compilation of Physical Energy Flow Accounts";
- "Implementation of SDMX standard in the National Statistical System of Bulgaria".
The results of statistical surveys included in the National Statistical Programme are accessible to all. Deadlines, form and mode for presentation of the results are in conformity with Eurostat requirements.
Changes in the organization of some surveys and shortening the deadlines for providing data for users are made in connection with cost optimization and reducing the respondents burden.
According to the Law on Statistics, Article 16 paragraph 1, the funds necessary for the implementation of the National Statistical Programme are provided from the State Budget and from direct financial contribution (grant funds) from Eurostat and other bodies and organizations and are specified apart from the funds for maintenance of the National Statistical Institute. The Law on State Budget of the Republic of Bulgaria for 2013, published in State Gazette Issue 102/21.12.2012, specifies 17 291 300 BGN for costs, of which 15 941 300 BGN for current costs in the NSI's Budget for 2013. The funding amounts to 15 088 744 BGN for regular surveys, 337 900 BGN for new surveys and activities, and 514 656 BGN for contracts for grants.
The plans for statistical activities of the Bodies of Statistics in 2013 are financed from the budgets of the respective institutions.
