The National Statistical Programme for 2010 is elaborated in accordance with Chapter Three of the Law on Statistics. The programme includes the Plan for the activity of National Statistical Institute (NSI) and the Plans for the statistical activities of the Bodies of Statistics.
The Programme includes tasks and activities in accordance with the horizontal priorities enlisted in the Strategy for Development of the National Statistical System (NSS) of the Republic of Bulgaria, 2008 - 2012, adopted by the Council of Ministers with protocol Ή 15 of 02.04.2008.
The development of methodology, production and dissemination of statistical information in the NSS is carried out in accordance with the Regulations on the European statistics. The new and priority surveys and activities are related to user needs and priorities of the Community Statistical Programme for 2010:
Preparation and carrying out the forthcoming Population and Housing Census in 2011. The development of methodology and realization of the Population and Housing Census will be held in accordance with Regulation (EC) No 763/2008 of the European Parliament and of the Council for a purpose of ensuring the necessary comparability, timeliness and quality of the received information for all countries of the European Union.
Providing a maximum compliance with elaborated draft regulation on population statistics in EU. Activities in providing adequate and comparable statistical information in accordance with Regulation (EC) No 862/2007 of the European Parliament and of the Council on migration and international protection are planned and undertaken.
Inclusion of additional module "Reconciliation between work and family life" in Labour Force Survey (LFS) and preparation for implementation of the revised Classification of Occupations' 2010 in LFS and the Structure of Earnings Survey.
Methodological and organizational work on the implementation of Regulation (EC) No 452/2008 of the European Parliament and of the Council concerning the production and development of statistics on education and lifelong learning.
Harmonization of the methodology in the field of non-expenditure health care data, data dissemination under the system of health accounts according to Regulation (EC) No 1338/2008 of the European Parliament and of the Council on Community statistics on public health and health and safety at work.
Supplementing the survey of income and living conditions with a new module "Intra-household sharing of resources" in accordance with Commission Regulation (EC) No 646/2009.
Participation in activities on development and improvement of the indicators system for measuring the crime, criminal justice and victimization within the ESS jointly with the competent administrations.
Improving the timeliness and scope of the flash estimates of GDP, the implementation of NACE Rev.2 in National accounts.
Participation in a project "Detailed product prices for the purposes of market monitoring by products and sectors".
Development of the methodology and improvement the quality of short-term business surveys that provide important indicators for the analysis of current economic development and enable development of a fast estimate of the economic climate in the country.
Implementation of a new survey to obtain information about key financial indicators of non-financial enterprises.
Improving data quality on production and sales of industrial products through the introduction of new technology for processing and improving of statistical tools.
Elaboration of methodology and methods for calculating the change of costs in building construction.
Carrying out new surveys according to Regulation (EC) No 1099/2008 of the European Parliament and of the Council on energy statistics and a pilot survey on energy consumption in households.
Carrying out surveys on ICT usage in households, e-commerce in enterprises and ICT expenditure and investments.
Carrying out agricultural census in Bulgaria in accordance with Regulation (EC) No 1166/2008 of the European Parliament and of the Council on farm structure surveys and the survey on agricultural production methods.
The priority directions in the field of ICT are defined in the Commission Communication On the production method of EU statistics: a vision for the next decade (COM 404/2009). New forms of communication with users are foreseen, as web 2.0, as well as other developments in the field of IT for profound changes in communication channels.
The results of statistical surveys included in the National Statistical Programme are accessible to all. Deadlines, form and mode for presentation of the results are in conformity with Eurostat requirements.
Changes in the periodicity of some surveys, organization and timing of data collection are made in connection with costs optimizing and reducing the respondents burden.
According to the Law on Statistics, Article 16 paragraph 1, the funds necessary for the implementation of the National Statistical Programme are provided purposeful from the State Budget and from direct financial contribution (grant funds) from Eurostat and other bodies and organizations and are specified apart from the funds for maintenance of the National Statistical Institute.
The Law on State Budget of the Republic of Bulgaria for 2010, published in Official Gazette issue 99/2009, defines 21 614 200 BGN for costs in the budget of NSI for 2010 (including for the Population Census).
The plans for statistical activities of the Bodies of Statistics in 2010 are financed from the budgets of the respective institutions.
