National Statistical Programme for 2009


NATIONAL STATISTICAL PROGRAMME FOR 2009

Adopted by CM decision 117/04.03.2009, promulgated in State Gazette issue 20/17.03.2009


The National Statistical Programme 2009 is elaborated in accordance with Chapter 3 of the Law on Statistics and structured by domains and themes according to the European statistical programme.
The programme includes tasks and activities in accordance with the horizontal priorities enlisted in the Strategy for Development of the National Statistical System of the Republic of Bulgaria, 2008 - 2012 adopted by the Council of Ministers with protocol ¹ 15/02.04.2008 (reduction of response burden; improvement of statistical information quality; improvement of statistical information storage and dissemination; speeded implementation of new ICT and integration of IT activities within NSS; development of human resources and improvement of labour conditions; development of European partnership and international cooperation; achievement of more effective interaction and coordination within NSS; promotion of confidence in official statistics), and specific priorities in the respective domains.
The NSI plan for the activity of National Statistical Institute (NSI) and plans for statistical activities of the bodies of statistics are included in the Programme. In 2009 it is planned carrying out new surveys and activities, such as: Time budget survey; Producers prices of services in the information technology area; Combined equipment for electricity and heat production; Improvement of submitting data to the users and developing the Internet site of NSI, Information Systems "Business statistics" and "External trade" as well as new Phare 2006 projects and grants of EC.
The surveys included in the Programme provide detailed information for the phenomena and processes in the field of demographic and social sphere, macroeconomics, business, agriculture, forestry, fishery and environment. Activities evolved from undertaken international obligations are also included.
The results of the statistical surveys included in the National Statistical Programme are accessible to all. The terms, form and mode for presenting the results are in conformity with the Eurostat requirements and they are pointed in the Programme.
The dissemination of information is carried out in accordance with the Rules for Dissemination of Statistical Information Products and Services, as well as with the Calendar presenting the results of the statistical surveys and the Catalogue of statistical publications of NSI. The forms for dissemination of statistical products and services are: Internet, General and Specialised printed and/or electronic publications, Press release, Eurostat and International organisations' questionnaires, Reports, Prognoses, Information service on request, Database and Information systems.
According to the Law on Statistics, Art. 16, 1, the resources necessary for implementation of the National Statistical Programme are provided purposeful from the State Budget as wåll as gratuitously of Eurostat and other bodies and organizations and they have to be pointed separately from the costs of the NSI. The Law on State Budget of the Republic of Bulgaria for 2009, promulgated by the State Gazette, issue 110/2008, has defined 28 782 507 BGN for costs in the budget of NSI for 2009. The amount of the costs approved by the Art. 17 of the last mentioned Law is 90%.
The planes for statistical activities of the Bodies of Statistics in 2009 are financed from the budgets of the respective institutions.
