Tourism Satellite Accounts is an internationally accepted statistical system description, classification and analysis of tourism expenditure. Application of this statistical system is designed to estimate all expenditure related tourist trips, made before, during and after the trips. In accordance with the methodology of Tourism Satellite Accounts includes the following expenditure at current prices for tourist trips:
· expenditure of the residents in the country;
· expenditure of the non-residents in the country;
· expenditure of the residents abroad.

|Statistical concepts and definitions|
An international tourist is any person who travels to a country other than his/her permanent residence at least 24 hours but no more than one year and whose main purpose is not doing any activity for payment.
The purposes of visiting a country are the following:
· Excursion, holiday or entertainment (visits to cultural or historical sightseeing, sports events and other);
· Visiting friends and relatives;
· Professional purposes (business trips, participation in conferences, congresses, concluding deals, etc.);
· Other purposes.
The object of the survey are the foreign residents visiting Republic of Bulgaria and Bulgarian residents travelling abroad.
Expenditures of the Bulgarian and foreign residents on the territory of the Republic of Bulgaria and expenditures of the Bulgarian residents abroad.

Since January 2012 - Regulation 692/2011 of the European Parliament and of the Council concerning European statistics on tourism and Commission implementing Regulation 1051/2011 implementing Regulation 692/2011 of the European Parliament and of the Council concerning European statistics on tourism, as regards the structure of the quality reports and the transmission of the data.

· Law on Statistics;
· Regulation (EC) No 223/2009 on European statistics (recital 24 and Article 20(4)) of 11 March 2009 (OJ L 87, p. 164), stipulates the need to establish common principles and guidelines ensuring the confidentiality of data used for the production of European statistics and the access to those confidential data with due account for technical developments and the requirements of users in a democratic society.

Individual data are not published in accordance with article 25 of the Law on Statistics. The publishing of individual data can be performed only in accordance with article 26 of the same law.
The date for publishing of statistical information is indicated in the Release Calendar presenting the results of the statistical surveys carried out by the National Statistical Institute.

The data are published on the NSI website, section Domain statistics - Tourism in accordance with the Law on Statistics and the European Statistics Code of Practice respecting the professional independence and aimed at objectivity, transparency and equal treatment of all consumers.

|Documentation on methodology|
"TSA - Recommended Methodology and Framework" is in accordance with the World Tourism Organization, Eurostat and the UN. The purpose of the common methodology is every country used the same framework to construct the TSA. It is necessary for comparability the data in international scale.
The users are the World Tourism Organization, Eurostat, the Bulgarian government bodies - Council of Ministers, Ministry of Tourism, and others.
The users? satisfaction survey is not carried out.
The data cover the requirements for completeness as regards the recommendations of the World Tourism Organization.

The statistical data are with high degree of accuracy as regards the recommendations of the World Tourism Organization.

The data are published in compliance with the date for publication of the Input-Output tables of the National accounts.
The publication dates by point 15.1 are observed.

1. Statistical survey on Accommodation establishments;
2. Sample survey on Tourist trips and tourism related expenditure of the population;
3. Sample survey on Bulgarian and foreigner citizens passing the border check points;
4. Balance of payment;
5. National accounts;
6. Annual report of the tourist operators and tourist agencies;
7. Statistical survey on the activities of the museums.

Aggregated data from the surveys indicated in the item 20.1 are used.
The data are aggregated to total for the country.
