Statistical presentation
Data description

This topic presents average prices of supplied electricity/natural gas to household and final non-household customers. Prices are representative for the country - data are provided by all suppliers of electricity/natural gas to household and final non-household customers for the quantities delivered through transmission/distribution network. The prices are calculated as a weighted average price by the actual supplied quantity of electricity/natural gas and their invoiced value of all end-customers.

Prices include electricity/gas basic price, transmission, distribution, excise, VAT and others.

Prices are collected and published considering three levels of taxation:

  • prices excluding taxes and levies;
  • prices excluding VAT and other recoverable taxes;
  • prices including all taxes, levies and VAT.
Classification system

Questionnaires that cover the following areas, according to Regulation (EU) 2016/1952 of the European Parliament and of the Council on natural gas and electricity prices and repealing Directive 2008/92/EC, are provided to all data providers:

  • Gas prices for household customers;
  • Gas prices for final non-household customers;
  • Electricity prices for household customers;
  • Electricity prices for final non-household customers.

  • Final non-household customers.
Statistical concepts and definitions

Reference customers of natural gas and electricity are characterised by the following  standard annual consumption bands:

Natural gas household customers:

D1 (Small): annual consumption below 20 GJ

D2 (Medium): annual consumption between 20 and 200 GJ

D3 (Large): annual consumption above 200 GJ

Natural gas  final non-household customers:

I1: annual consumption below 1 000 GJ

I2: annual consumption between 1 000 and 10 000 GJ

I3: annual consumption between 10 000 and 100 000 GJ

I4: annual consumption between 100 000 and 1 000 000 GJ

I5: annual consumption between 1 000 000 and 4 000 000 GJ

I6: annual consumption above 4 000 000 GJ

Electricity household customers:

Da (Very small): annual consumption below 1 000 kWh

Db (Small): annual consumption between 1 000 and 2 500 kWh

Dc (Medium): annual consumption between 2 500 and 5 000 kWh

Dd (Large): annual consumption between 5 000 and 15 000 kWh

De (Very large): annual consumption above 15000 kWh

Electricity  final non-household customers:

Ia: annual consumption below 20 MWh

Ib: annual consumption between 20 and 500 MWh

Ic: annual consumption between 500 and 2 000 MWh

Id: annual consumption between 2 000 and 20 000 MWh

Ie: annual consumption between 20 000 and 70 000 MWh

If: annual consumption between 70 000 and 150 000 MWh

Statistical unit

Final household and non-household customers.

Statistical population

All final non-household (until the first semester of 2017 only end-users in the industry were observed) and household customers, meeting the criteria in Regulation (EU) 2016/1952. For natural gas: the companies using natural gas for electricity generation and non-energy use are excluded.

Reference area

Prices are presented at national level. They refer to household and non-household customers doing business in Bulgaria.

From the second semester of 2007 onwards.

The date for publication of statistical information on prices is listed in the Release Calendar presenting the results of the statistical surveys carried out by the National Statistical Institute. Data on prices of natural gas and electricity delivered for household and final non-household customers is published twice per year: three months after the reporting period.

Timeliness

Data from respondents are received one month after the reporting semester. Analysis, verification and preparation of country representative aggregate average prices are carried out by the end of the third month following the reporting period.

Data are representative at national level, as required by the methodology of calculation of prices for standard groups of household and final non-household customers (Regulation (EU) 2016/1952, Annex 1 and 2).

Data in time series are calculated by same methodology and are comparable, since the first semester of 2017 prices cover not only industrial end-users, but all final non-household customers. No break in the series, first period in which is the second semester of 2007.

Source data

Data are provided by all suppliers of natural gas and electricity to household and final non-household customers through a survey "Electricity and natural gas prices to household and final non-household customers", included in the National Statistical Programme.

Frequency of data collection

Half yearly.

Exhaustive survey on average gas and electricity prices from all suppliers to final customers with electronic statistical form. Reports are received by email.

Data validation

A comparative analysis of the reported data is made with the data of previous periods and with the established tariffs for price caps of natural gas and tariffs for the electricity.

Data compilation

Three levels of average prices in the country are estimated by standard group of users. Appropriate quantities of natural gas and electricity, delivered by each supplier are used as weights.

    Deliveries of unleaded motor gasoline in August 2012 compared to July 2012 increase by 18.4% and transport diesel - by 30.2%.     Deliveries of solid fuels in July 2012 compared to June 2012 an increase by 60.1%, liquefied petroleum gases - by 37.5%, unleaded motor gasoline - by 6.5%, and electricity - by 9.6%. A decrease is reported for the deliveries of transport diesel by 2.3% and natural gas - by 18.4%.

    Production of liquefied petroleum gases in March 2012 compared to February 2012 increases by 200.0%, unleaded motor gasoline - by 204.8% and transport diesel - by 195.0%. Decrease is reported for the production of solid fuels by 5.2% and electricity - by 6.2%.

    Deliveries of liquefied petroleum gases in March 2012 compared to February 2012 increase by 4.8%, unleaded motor gasoline - by 5.3% and transport diesel - by 13.3%. Decrease is reported for the deliveries of solid fuels by 7.6%, natural gas - by 20.7% and electricity - by 13.2%.

    Production of solid fuels in February 2012 compared to January 2012 increases by 15.1% and electricity - 0.04%. Because of planned annual repair of production capacities, a significant decrease is reported for the production of liquefied petroleum gases by 66.7%, unleaded motor gasoline - by 63.8% and transport diesel - by 55.6%.

    Deliveries of solid fuels in February 2012 compared to January 2012 increase by 11.0%, liquefied petroleum gases - by 10.5% and unleaded motor gasoline - by 5.6%. Decrease is reported for the deliveries of transport diesel by 21.0% and natural gas - by 2.5%. No change is reported for the deliveries of electricity.

    Production of solid fuels in January 2012 compared to December 2011 decreases by 14.7%, liquefied petroleum gases - by 10.0%, unleaded motor gasoline - by 10.1%, transport diesel - by 12.3% and electricity - by 3.0%.

    Deliveries of natural gas in January 2012 compared to December 2011 increase by 13.4% and electricity - by 8.8%. Decrease is reported for the deliveries of solid fuels by 12.7%, liquefied petroleum gases - by 34.5%, unleaded motor gasoline - by 21.7% and transport diesel - by 13.9%.

    According to preliminary data production of unleaded motor gasoline in December 2011 compared to November 2011 increases by 4.0%, transport diesel - by 6.2% and electricity - by 6.0%. The production of solid fuels decreases by 5.9%. There is no change in the production of liquefied petroleum gases.

    Deliveries of transport diesel in December 2011 compared to November 2011 increase by 34.9%, natural gas - by 8.5% and electricity - by 5.5%. Decrease is reported for the deliveries of solid fuels by 7.2%, liquefied petroleum gases - by 9.4% and unleaded motor gasoline - by 17.9%.

    September 2011
    The production of solid fuels in September 2011 compared to August 2011 increases by 5.5%, liquefied petroleum gases - by 22.2%, unleaded motor gasoline - by 11.9% and transport diesel - by 39.7%. The production of electricity decreases by 5.4% (Table 1).
    The deliveries of solid fuels in September 2011 compared to August 2011 increase by 3.5% and liquefied petroleum gases - by 3.4%. Decrease is reported for the deliveries of unleaded motor gasoline - by 25.4%, transport diesel - by 7.7%, natural gas - by 19.6% and electricity - by 5.1% (Table 2).

    October 2011
    The production of solid fuels in October 2011 compared to September 2011 increases by 12.4%, transport diesel - by 15.3% and electricity - by 5.3%. The production of liquefied petroleum gases decreases by 9.1% and unleaded motor gasoline - by 4.3% (Table 1).
    The deliveries of solid fuels in October 2011 compared to September 2011 increase by 14.9%, transport diesel - by 39.2%, natural gas - by 37.2% and electricity - by 16.0%. Decrease is reported for the deliveries of liquefied petroleum gases by 10.0% and unleaded motor gasoline - by 63.6% (Table 2).

    November 2011
    The production of electricity in November 2011 compared to October 2011 increases by 12.5%. The production of solid fuels decreases by 2.8%, unleaded motor gasoline - by 8.1% and transport diesel - by 28.6%. There is no change in the production of liquefied petroleum gases.
    The deliveries of solid fuels in November 2011 compared to October 2011 increase by 0.2%, liquefied petroleum gases - by 18.5%, unleaded motor gasoline - by 250.0%, natural gas - by 47.1% and electricity - by 14.4%. Decrease is reported for the deliveries of transport diesel by 36.7%.
